Is the drain my responsibility or the water company's?
Broadly, pipework inside your boundary is yours; shared or public sewers beyond it are United Utilities'. It is not always obvious, and a CCTV survey settles it. We will tell you when it is not your bill to pay.
Why does it keep blocking?
Recurring blockages usually mean a collapsed section, a root intrusion or a bad fall on the pipe. Clearing it again will work for a few months and then you are back where you started.
